On the east coast there were the original 13 colonies, on the West coast, California was the 31st State admitted to the Union, 31 is a mirror image of 13. Mexico to the South has 13 states or provinces of it's own and more recently on April Fool's Day 1999, Canada created the territory of Nunavut to bring our tally of provinces and territories to 13. Also the border between the U.S. and Canada is the 49th parallel and 4 + 9 = 13. The circle is complete.
